This conference is an interactive, web-based forum designed to help school districts learn about organizational structures that are systemic and promote equity and academic rigor for all students within the district. It addresses the management challenges districts face in promoting equity, dentifies organizational structures and strategies that support equity, and examines how districts can build a coherent organization to pursue equity goals. In addition to presenting a framework for structuring the district office, this conference includes case study

presentations on districts’ experiences incorporating equity within a system wide management structure. The audience for this forum includes state, district and school administrators, school board members, teachers, technical assistance providers, and advocacy organizations and associations.

Conference Structure: This conference is a series of 5 interactive webinars beginning in July 2009 and continuing through November 2009. In addition, there will be an opportunity for participants to email questions to the presenters during the webinars.

Richard Elmore is the Gregory R. Anrig Professor of Educational Leadership at the Harvard Graduate School of Education. With colleagues at Harvard, he launched the Public Education Leadership Project (PELP) designed to create and disseminate knowledge on how to manage urban school districts. In this presentation, he incorporates an equity perspective into the PELP coherence framework.

Larry Leverett is the Executive Director of the Panasonic Foundation and former Superintendent of the Plainfield Public Schools in New Jersey and the Greenwich Public Schools in Connecticut.  He works with districts around the nation on engaging the public in school improvement and breaking the links race, poverty, and achievement.

Beverly Hall is the Superintendent of the Atlanta Public Schools and the 2009 National Superintendent of the Year. Under her leadership, the district transformed the operation of the school system, leading to improvements in student performance. Dr. Hall and Ms. Augustine talk about the strategies they used and the organizational structures they put in place to achieve these changes.

Jerry Weast is superintendent of the Montgomery County Public Schools, the largest and most diverse school system in Maryland. Dr. Weast and a team of school system and union leaders worked with the Harvard University Public Education Leadership Project (PELP) to improve school governance and implement a district-wide management structure that put equity at its center.

Carolyn Parker is a Visiting Professor of Secondary Education at the George Washington Unversity Graduate School of Education and Human Development.  As a field coordinator for an ongoing study of the patterns of teacher distribution in the State of Delaware, Dr. Parker describes findings that have equity implications for human resource management.

Patricia Burch is Visiting Assistant Professor of K-12 education policy at the USC Rossier School of Education. In this webinar, she draws from her research on educational privatization to explore how private markets influence the day-to-day governance and administration of public schools and how school districts can manage external contracts to insure equity.
